Author's Purpose
Rick Riordan is the author of "The Lightning Thief". He started the story when his oldest son got interested in Greek mythology. He would ask his dad to tell him myths as a bedtime story. When Riordan ran out of myths to tell him, his son asked him to make up one. So Riordan made up a character named Percy Jackson and told his story. When he finished, his son told him that he should turn it into a book. And that's exactly what Riordan did. Riordan's son, named Haley, had recently been diagnosed with dyslexia and ADHD. Riordan decided to make the heroes of the story have those disabilities to prove that they aren't necessarily disabilities. Percy Jackson has both (Annabeth Chase has both) and many of the other demigods of Camp Half-Blood have one or both. These demigods are certainly considered heroes.
Another reason Riordan decided to give these attributes to the characters was to prove to kids everywhere that being different isn't a bad thing. Sometimes it can make you a hero.
